If you currently own a home with a failing onsite sanitary system, you will need to have a replacement sanitary system designed and installed. Since there are no quantifiable indicators that determine whether or not a system is failing, the need to replace the existing system is based on it's level of "nuisance" which is determined by the local health department. The sanitary design for a replacement system must be approved by the County Health District.
The system design should comply with local health department guidelines/regulations and
OAC 3701-29. The type and size of system will depend upon the lot size, daily flow rate and soil type. It is important to note that the new rules strongly emphasize the use of onsite dispersal systems (i.e., leach fields, mounds, drip irrigation, etc.) vs. discharging offsite.
Since some existing lots are too small or lack suitable soils for an onsite discharge, an offsite discharge can be obtained using a
General Permit.
